1st African-American Commander of ROTC at Neville High School

The Student Reserved Officer Training Program was considered an outstanding program at Neville High School. Many students were motivated to seek military careers as a result. As the student population at Neville became increasingly Black, the demand for an African-American commander grew.

Commander Allen, as the first Black to hold the post was positioned to help many minorities direct themselves. His excellence on the job and attention to detail made it easier for non-minorities to accept Blacks in this leadership capacity.
